Number and date formatting with Excel format codes, without a workbook.
Formats.format(double, String)
turns a value into display text, as a cell with that format code shows it.
Formats.parse(String) classifies typed
text the way Excel does when it is entered into a cell, and returns a
ParsedValue. For the display text of a
cell in a workbook, use Cell.formattedText().
